While other figures which show Haringey failing to tackle fly-tipping are dismissed as "nothing short of a nonsense" – and the statistics challenged?

68,000 cases of fly-tipping are ‘nonsense’
HARINGEY Council’s environment chief, Councillor
Brian Haley, has called for changes to the way official
fly-tipping figures are recorded after condemning new
statistics showing "enormous disparities" between
neighbouring boroughs as "nonsense".
According to the figures released last month,
Haringey fell victim to 68,000 cases of fly-tipping
in 2006-2007 compared to 810 in neighbouring
Hackney, 6,268 in Enfield, 3,980 in Barnet and
4,610 in Islington.
The borough total was among the highest of
London local authorities and in the country.
Councillor Haley said: "I’m afraid these figures
are nothing short of a nonsense. Would anyone
in their right mind seriously believe that there were
just 810 cases of fly-tipping in Hackney last year,
while over the border here in Haringey there have
been more than 68,000? It’s clear is that there’s
enormous disparity in the way different local
authorities are reporting fly tipping.
"Some may be counting a bag of rubbish as
fly-tipping, while others are only recording major
incidents. We’re not going to pretend that fly-tipping
isn’t an issue in Haringey. But people deserve to
know the full picture, and I will be lobbying the
Government to give clearer guidelines to local
authorities so that we and our residents can
clearly see if we are making improvements
and how we compare to other areas."

On 28 July I took a photo of kitchen waste dumped outside the entrance to a local GP’s surgery. This was quickly cleared, but not before Haringey Street Enforcement Officer Alwyn Fanis searched the bags. Unfortunately, that time he didn’t find evidence to identify the dumper(s).
This is a regular location for dumped waste. So on 4 July I wrote to Mr Niall Bolger, Director of Haringey Urban Environment Department, with some suggestions for tackling this problem.
After I put this video on Flickr, he replied saying that he asked one his Assistant Directors to discuss the idea with me. I subsequently met and discussed these issues with Steve McDonnell the Head of Waste Management. It was a helpful conversation, and one of my suggestions was later taken-up – a far clearer sign outside the Reuse & Recycling Centre in Park View Road Tottenham.
But I heard nothing further about my other ideas. Perhaps some of them will be included in the Action Plan originally due in April 2008 but now likely in early 2009.

27 July 2010. At the junction of Scotland Green and Kemble Road, what should be a green attractive corner of Hartington Park has become a regular dumping spot.
I reported this for clearance through Haringey’s online Report-a-Problem webpage. (Any resident can use this to report dumping, broken paving, potholes, and similar problems.)
But I also wrote to the Urban Environment Department asking what can be done to break what seems to be a "cycle" of frequent dumping here. Giving just a few examples.

So is it true that Haringey is cleaner? Or not?
Well, imagine residents coming home tired from work. They turn the corner into one of the hundreds and hundreds of Tottenham roads with garbage dumped along the pavement. What does their elected Council offer them? Speeches from International Conferences? Corporate Templates and Key Performance Indicators?
‘It’s okay folks, our targets are all being met.’
‘Statistically this pile of garbage should not be counted as fly-tipping.’
Or suppose instead we make it really, really simple.
